CNN —An Egyptian delegation is in Israel in an effort to advance stalled negotiations aimed at releasing hostages and implementing a ceasefire in Gaza, Egyptian and Israeli officials told CNN on Friday. A small western neighbor of Ukraine, Moldova experienced Russia’s first post-Soviet war of aggression, which ended with a cease-fire agreement in 1992. The case shows that Russia simply cannot be trusted. Anyone calling for Ukraine to settle for one should heed Moldova’s cautionary tale. During the years leading up to his death in a Russian prison, Aleksei A. Navalny, the Russian opposition leader, was writing a memoir about his life and work as a pro-democracy activist. Titled “Patriot,” the memoir will be published in the United States by Knopf on Oct. 22, with a first printing of half a million copies, and a simultaneous release in multiple countries. Navalny, who rose to global prominence as a fierce critic of President Vladimir V. Putin of Russia, resisted the Kremlin’s repeated attempts to silence him through physical harm, arrests and imprisonment in a remote Arctic penal colony, where he died in February, at age 47. The book, telling his story in his own words, comes as a final show of defiance, his widow, Yulia Navalnaya, said in a statement, and could have a galvanizing effect on his followers.

More than 100,000 people were forced to evacuate on Wednesday after devastating spring floods engulfed cities and villages across vast sections of Russia and Kazakhstan. The floods affected multiple settlements across Russia in the South Urals region east of Moscow, in Western Siberia and near the Volga River, as well as at least five regions of Kazakhstan, which shares a long border with Russia. Dmitri S. Peskov, the Kremlin’s spokesman, said on Wednesday that the situation was “quite tense” and the forecast was “unfavorable” as “large amounts of water are coming to new regions.”

US government agencies are already banned from using Kaspersky Lab software but action to prevent private companies from using the software would be unprecedented. It’s the latest US government effort to use its vast regulatory powers to prevent Americans from using popular technology that US officials consider a national security risk. A Kaspersky Lab spokesperson did not respond to questions about a potential prohibition or about how big the company’s market share is in the US. Commerce Department officials have to carefully consider how practical any such regulation would be for the department to enforce and for users to comply with. But the expected move from the Biden administration would go a step further by using Commerce Department authorities to prevent private companies from using Kaspersky Lab software.
